WH questions are my favorite IEP goal of all time. My students seem to make such good progress with WH questions so I love watching them grow with this goal! Another reason it’s my favorite is because it is so easily generalized…. you SEE the progress in all areas. WH questions are a huge life skill! Real Picture WH flip books are another all time favorite resource of mine…. my favorite thing about these are how EASY they are to prep…. NO CUTTING! Just print laminate and bind or add a binder ring! You could prep these in 20 minutes! (which is a huge win!)
You can make a book of mixed questions or separate them into the different Wh question words, making this book easy to differentiate on the spot. If you laminate, you can use a dry erase marker to make this an independent task, you could use as print and go worksheets, or you could have the student point to answers if working 1:1 with you.

Simple Dry erase is a great resource for early finishers, those who need a large amount of work for independent work (or they fly through!) or students that need to practice the same skill in a variety of ways!
